Who the state lends to
The California Housing Finance Agency board governs the state’s affordable housing lender. Its seats are named for where members come from: a residential builder, a real estate banker, a tenant representative.
What a unit costs to build
The Building Standards Commission adopts the state building code. Every requirement it adds is built into the price of every new unit. Ten of its seats are the Governor’s, and each one needs Senate confirmation.
How the state lines up its programs
The Interagency Council on Homelessness puts the departments that touch homelessness in one room. Two of its seats are reserved for people who have been homeless themselves.

A seat on the vacancy report is a seat you are already late for. The appointments office has been working it for months. A term that ends next spring is a seat you can prepare a candidate for now.
An expired term is an open seat
When a term ends and nobody is named, the member keeps serving until they are replaced. That seat can be filled any day, so we mark it as a holdover. Past two years, the record is more likely stale than live, and we say so rather than count it.
