Therese Twomey joined High View Strategies to drive public policies that invest in a more prosperous future for all Californians. She brings a unique perspective, having worked for the Administration, the Legislature and the third house in influential capacities. Therese has more than 20 years of policy and advocacy experience and a strong network with elected officials, Governor’s office staff, regulatory board/commission members, and state agency staff. Throughout her career, she has worked across party lines to negotiate resolution to issues that affect all Californians such as job creation, transportation, clean water, affordable energy, education and healthcare access.
During her employment as Director of State Tax Affairs and chief lobbyist for the California Taxpayers Association (CalTax), she led the advocacy efforts for some of the largest and most diverse lobbying coalitions in Sacramento, bringing together more than 100 business organizations, trade associations, and labor unions. Therese’s efforts resulted in an 80-percent win record for the association’s sponsored legislative and regulatory initiatives.
Prior to CalTax, Therese served as Principal Consultant to the Senate Budget Committee and then to the Senate Governance and Finance Committee, where she helped shape the fiscal and tax policies for the fifth largest economy in the world – with a large focus on public-private partnerships and investment in the state. She began her career at the California Department of Finance, managing the budget for multiple state agencies as part of a multi-billion dollar plan. That knowledge of the inner workings of the budget has proven critical in obtaining fund allocation for non-profit organizations and local governments.
Upon her departure from the Legislature, Therese was publicly recognized by the California State Senate for “building coalitions with legislators…sound advice and knowledge of numerous policy issues…and superb ability to work with a diverse group of people.”
